    Hänellä on tumma tukka. (She has dark hair.)
    Naapurin jätkä seurustelee taas sen tumman tytön kanssa. The guy next door dates the dark-haired girl again.

Usage notes

As an adjective, tumma normally describes the subject to be dark of color. If a person is the subject, it often just means that they have dark hair and possibly dark eyes, and not necessarily that their skin color was dark. Also it doesn't necessarily mean that the person in question was a gypsy.
